2027 Subsidy Changes: Quote The New Math
Enhanced credits ended, the cliff returned, and full repayment is real. Plan for it.
The enhanced subsidy era is over. For 2027 quotes, work the new math — and set client expectations before they see January’s bill.
The Three Changes That Move Quotes
- Enhanced credits ended after 2025. The expanded APTC schedule no longer softens costs for higher-income households.
- The 400% FPL cliff is back. Above the line, premium tax credits fall to zero — one dollar of income can change the whole quote.
- Repayment caps are gone. Excess advance credits reconcile in full at tax time — estimate income carefully and document the conversation.
Quoting Discipline For 2027
- Use realistic income — not best-case. Under-estimating now creates a tax bill later.
- Medicaid line still matters: AZ, IA, MI, and OH expanded (138% FPL); FL and TX did not. Route households to the right door first.
- Pair the Marketplace plan with fixed-benefit supplemental coverage where it fits — clients feel protected when deductibles bite.
Never promise a premium or savings figure in writing. Quote in the enrollment system, explain the formula, and let the system print the number.
