Agent Rules & Guidance for 2027

What changed, what to verify, and how clean books win this Open Enrollment.

CMS tightened the rules for Plan Year 2027 — and agents who run clean will win. This hub tracks what changed, what to verify, and how I run my book in Florida, Texas, Arizona, Ohio, Michigan, Iowa, North Carolina, Oklahoma, Missouri, South Carolina, Tennessee, Kansas, Louisiana, Maryland, Mississippi, Virginia.

Start Here: The 2027 Rule Changes

Why This Matters Now

In September 2026, CMS announced an interim final rule under its three-prong anti-fraud strategy: prevent fraudulent enrollments, remove improper ones, and strengthen oversight. Roughly 315,000 enrollments covering about 760,000 people were cancelled as unauthorized, and more than 200 agents and brokers received termination notices. The agents still standing will be the ones with clean consent files, verified client data, and documentation that holds up.

How I Work

Consent first, numbers documented, clients informed up front. Every new client of mine gets their policy information in writing the day we close, because informed clients stay. If you’re an agent building the same way, this hub is for you.
