What Is Benchmark Plan?

The one-minute explanation of benchmark plan — no jargon.

Benchmark Plan: The reference plan used to calculate your premium tax credit — your subsidy is tied to this plan's price, not to the plan you actually pick.

In Plain English

Your premium tax credit isn't calculated from the plan you choose — it's calculated from the benchmark plan in your area, which is the second-lowest-cost Silver plan (SLCSP). The government figures out what you should pay based on your income, compares it to the benchmark's price, and the difference is your credit. Then you can apply that credit to any metal-tier plan.

A Real Example

The benchmark plan in your ZIP costs $600/month. Based on your income, your expected contribution is $200. Your tax credit is $400. If you pick a Bronze plan costing $450, you pay $50. If you pick a Gold plan costing $750, you pay $350. Same credit, very different results — which is why comparing plans matters more than staring at the credit number.

Why It Matters When You Shop

The benchmark changes every year as carriers adjust prices. If the benchmark gets cheaper, your credit shrinks — and your current plan's net price can jump even if its sticker price didn't. This is the hidden mechanism behind most "my premium went up for no reason" surprises, and why I recheck it every fall.

Watch Out For

Catastrophic plans are the one exception — you generally can't apply premium tax credits to them. And the benchmark is specific to your rating area: move to a new ZIP and your credit recalculates.

Common Questions

Do I have to buy the benchmark plan to get my credit? No — the credit is calculated from it but usable on any metal-tier plan (except catastrophic). Many people get better value applying the credit to a different plan.

Why did my credit shrink if my income didn't change? The benchmark likely got cheaper — new carriers, new pricing. Your credit is the gap between the benchmark and your expected contribution, so a cheaper benchmark means a smaller gap.

Where do I see my benchmark? Your Form 1095-A lists the SLCSP premium monthly, and your Marketplace account shows it during shopping.

Put It to Work

Each fall, look up your area's new benchmark price during Open Enrollment shopping — the Marketplace shows it. If the benchmark dropped, your credit shrank, and your current plan's net price may have jumped even though its sticker price barely moved. That's your signal to re-shop rather than auto-renew. Conversely, a rising benchmark means a bigger credit — possibly making a richer plan affordable. The benchmark is the tide; your plan choice is the boat. Check the tide before you sail.
